Is Firefox going to add Google as default search provider after every update?

I don't use Google for searching and I have removed it from the list of providers. I just updated from 57.0 to 57.0.2 and the update added Google into the list as a search provider and set it as default. That is obviously completely unacceptable behaviour for an minor update. My question is - is this a one-off? In which case I'll let it go as just a mistake, or is this a new policy and I have to stop using Firefox.

I can't easily test what is supposed to happen in that scenario.

In general, I suggest unchecking the built-in search plugins in the large box on the search settings page, not removing them.
