When composing a new email and using the F9 key to list addressees in the defaulted address book, this list does not contain many addresses that are contained in the "All Address Books" (Toolbar icon). The "All Address Books" contains 37 address entries whereas the defaulted address book contains 24. I noticed that the missing addressees are more recent additions.

"All Address Books" is not an address book itself. It literally does what the name suggests, showing contacts from all your existing address books. Typically there are more address books than your Personal Address Book, e.g. Collected Addresses. And you may have created more address books yourself. If you're missing contacts in the Personal Address Book, then they must exist in another address book.
