In Internet Explorer when you want to file something in a folder in your cabinet, there is an option called "New" which allows you to create a new folder; but when accessing my cabinet using Firefox and wanting to file an email to a folder, and no existing folder is appropriate for that email, I would like to create a new folder--but I do not see or know how one does that using Firefox when accessing one's cabinet.

You can use the menu but I don't know where you are looking, so right-click on a bookmark and then select New Folder and it will be created above that bookmark. If you right click on a folder it will be created at the bottom of the folder. Either way you drag the new folder to where you want it.
