FF's cyclic CPU use freezes video

What is causing Firefox to jump to the top of the CPU cycles list every few seconds? With many tabs open videos were freezing for a second or so because of it, so I closed all tabs and FF still does it jumps to the top of the list. The video freeze is much less, but still perceptible.
