I’d like to export my bookmarks from my iPad, just like I can do on my desktop, but the only option I can see is to create an account and sync it with another device. How can I export my bookmarks as a list or html file so I can send it in an email? Thanks!

You are correct. The iOS version doesn't include the capabiy to export bookmarks. As you determined, syncing and exporting from the desktop is the only option.
