Don't open or respond to the pop-up, its a scam.
To change your popup settings, please see Pop-up blocker settings, exceptions and troubleshooting. Consider getting an adblocking extension such as Adblock Plus.

Are you a BellSouth customer as it may be a site Ad targeting you.
Are you getting that on your PC of your phone?
Go to the Mozilla Add-ons Web Page {web link} (There’s a lot of good stuff here) and search for a good ad blocker.
