Firefox 38.0.5 stops downloading almost all the time. I tried the "refresh" option, de-install and re-install option. Downloading works just fine with IE 11. My Add-ons are Norton Toolbar, NoScript and ZenMate VPN.

I understand that downloads are not working in Firefox and that you have already tried reinstalling and refreshing Firefox. There are some more suggestions listed here:
