Active tab menu fog... How do I get rid of it?

Suddenly there's this annoying fog all over my address bar... bookmark links... menu items. I thought maybe it was a graphics card error... but I've restarted Firefox... and the computer... and updated every relevant driver... I can't get this fog bug to go away.
Win 10.

Hi, first try disabling your theme - Add-ons Manager (Ctrl+Shift+A) > Appearance. If that doesn't work, try Firefox Safe Mode to see if the problem goes away. Firefox Safe Mode is a troubleshooting mode that temporarily turns off hardware acceleration, resets some settings, and disables add-ons (extensions and themes).
If Firefox is open, you can restart in Firefox Safe Mode from the Help menu:
- Click the menu button , click Help and select Restart with Add-ons Disabled.
If Firefox is not running, you can start Firefox in Safe Mode as follows:
- On Windows: Hold the Shift key when you open the Firefox desktop or Start menu shortcut.
- On Mac: Hold the option key while starting Firefox.
- On Linux: Quit Firefox, go to your Terminal and run firefox -safe-mode
(you may need to specify the Firefox installation path e.g. /usr/lib/firefox)
When the Firefox Safe Mode window appears, select "Start in Safe Mode".
If the issue is not present in Firefox Safe Mode, your problem is probably caused by an extension, theme, or hardware acceleration. Please follow the steps in the Troubleshoot extensions, themes and hardware acceleration issues to solve common Firefox problems article to find the cause.
To exit Firefox Safe Mode, just close Firefox and wait a few seconds before opening Firefox for normal use again.

Problem still present in safe mode.
Changing to default theme makes the problem worse by fogging everything on the top bar.
Try the CTR extension and look at the setting(s) in the CTR Options/Preferences here:
- CTR Options > Toolbars (3)
Thanks. With that I was able to remove the fog from the navigation toolbar and bookmarks toolbar. This restores the readability of those bars.
I do think there is some sort of bug going on here. I consider using the addon to be a work around... and the ideal is to find a solution that doesn't involve it.
So I wouldn't call this solved... just in a manageable state... and that I'll be checking back often to see if any other methods to solve it are proposed.
