Click_to_play plugins not working properly

I have looked through the FAQs and searched the web but all of the solutions I have found seem to be out of date. When I go to about:config plugins.click_to_play is set to true. In the addons section there is no flash plugin, only OpenH264 video codec and Primetime Content Decription Module (and some unrelated things for security applications and office); I can't set either of these to ask to activate, only to always or never active, but regardless of whether they are set to always or never, most plugins still play automatically. Specifically it is video playback that is bothering me, for example on youtube I will often open multiple videos up in tabs; when click-to-play is working this is fine, but right now I end up with every video playing simultaneously, so I have to go and pause each one that I'm not watching, and even when they are paused that still leaves multiple videos buffering and slowing down the browser. Is there an updated method to change the click to play settings so that videos will be click to play again?
