On Windows 10, I've the same issue. Looks like a bug or an intended annoying feature. Currently, this page is the only open page in my Firefox. The foreground firefox task uses 4% CPU with 67 threads. The background firefox task uses 65% of CPU with 1 thread.

As an update. Auto update is enabled. Originally I downloaded the installer; this was before the quantum release.
