My hard drive died, and I replaced it. I have everything backed up to a cloud account. I downloaded the back up and located the Profile folder. I followed the instructions for migrating my email (several times), but still I am unable to get my old email. I can see in the old profile a large cache of email, but I am unable to access it.

Did the backup include a file named profiles.ini?

Yes. The back up has files named "profiles.ini" and also one named "registry.dat"
