localhost delayed load

Loading http://localhost or https://localhost is slow as hell. There is a 60sec delay on initial load. This happens with Firefox (63) and Firefox Dev Ed (63). I believe it something to do with advanced IP4 IP6 settings but can't find any useful info on this site about this. This makes FF bloody useless for in a dev environment. How do I fix? Which advanced setting fixes this?
