How Retain Permanent Server Certificate When Clearing History?

If you have permanent server certificates assigned as exceptions under Certification Manager for local servers they get deleted each time you clear history. How do you retain those permanently? In the attached it shows server local servers I need to stay each time the history is cleared but they do not. Which feature in clearing history are these included so I can uncheck it to prevent that.

You shouldn't lose certificates if you only clear the history. However if you use the refresh feature in Firefox then you create a new profile and you lose this data. Installed certificates are stored in cert9.db in the profile folder. You can make a backup of this file or check if you can find this file in the "Old Firefox Data" folder on the desktop if you have used a refresh.

I am not create any new profiles, same one the who time, however if you click "Clear Everything" (see attached) it nukes all those permanent records for those servers and you have to add them all back in each time. I am sync the data too but for some unknown reason if you clear the history the certifications for those local servers go with the clearing. I have tried to search for a reason for this but could not find a single post where it tells you how to retain these locally assigned certificates.
