Cannot connect to SMTP server with vpn active. Started with Tbird 91.12.0 update. HP Windows 10, 21H2, SurfShark 4.2.1, ISP Spectrum, email Roadunner via Spectrum. All OK without VPN.

This is not unusual. VPNs can interfere with email. You might check to see if your VPN offers customizing to address email.
Worked with SurfShark for more than 5 hours to no avail, just noted today the update date/time of TBird 91.12.0 exactly matched the start time of my issues.
