The error "User is Authenticated but not Connected" may occur if the user doesn't have permissions to access the server by IMAP or if the MFA is enabled.
Check whether the IMAP protocol is enabled. You need to logon to account. See info at link: https://support.microsoft.com/en-gb/office/pop-imap-and-smtp-settings-for-outlook-com-d088b986-291d-42b8-9564-9c414e2aa040 check info under 'Enable Pop or Imap access in outlook.com'
