How to change size of bookmars panel differs from by default?
I've found small FAQ about change it by userChrome.css I don't find any "userChrome.css" or "userChrome-example.css" in \Mozilla\Firefox\Profiles\{profile}\chrome in my hard disk generally. What can I do?

Newer versions of Firefox don't come with that folder and example file as with earlier versions. The folder and the useChrome.css file need to be created by the user or via a extension.
Use the ChromEdit Plus extension.

Which panel and which code are you referring to?
If it is the Edit This Bookmark dialog that opens if you click the yellow star on the location bar then try this extension:
