I only need 2 'lines' to show my bookmark/address toolbars (menu hidden), how do I get rid of the third blank line?

I turn off the menu toolbar as I don't use it often and can access via the alt key, and I 'dragged' my address bar up to the top next to the firefox button. The tabs are also up there. On the next line I have my bookmark toolbar icons and a link to my full bookmarks. I don't need the third blank line but can't seem to get rid of it. :-( Is there any way to do so?

Is this the (empty) Navigation Toolbar?

Do you see that toolbar listed in Firefox > Options or View > Toolbars?
