While viewing websites that show characters such as Japanese symbols, etc. it insted shows up as a square with numbers in it. How can I fix this to show the correct character?

Make sure that you have installed East Asian language support.

Yes, Windows XP doesn't come with support for East Asian language and complex script (Indian) languages by default.
At the time that Windows XP was developed computers didn't have that much memory and hard drive space.
You need to install this separately.
