The main address book isn't in a tab. It can be accessed via the menu or via a toolbar.

Press and hold the alt key, tap v to enter the view menu. Now open Toolbars and select the Toolbar. If you like menus, select Menu Bar as well.

If you're talking about the smaller contacts sidebar in the Write window, same story ; open the Write window, alt, then v, then select the Toolbar and Menu Bar. In this window, you may have to customize the Toolbar to add the Address Book icon to it. There is also a keyboard shortcut, F9, to toggle the sidebar on and off.

its the tools bar and menu bar that will not appear
