Our ISP is Time-Warner Cable. Soon we will be moving and have to close the TWC account. After we do so, can we keep Thunderbird? If so, when we get a new ISP and email address will Thunderbird retain our address books or do we need to export them to a file and import them again when we have a new account?

Address books are static. The account if it is POP will remain exactly as it is. If it is IMAP, the mail will disappear. I suggest you copy all mail to a "local folders" location as once there the mail is also static as the address book.
