Why can't I see all the tabs on the new tabs page? The scroll bar won't go past two rows. It would be nice if all the items on New Tabs page would have smaller icons.

Check your zoom controls. Holding down the <Control>(Mac=Options) key, press; + (plus) enlarge - (minus) reduce 0 (zero) restore

There is no scrolling on the new Tab page, It only displays as many "tiles" as will fir in the browser window. But as FredMcD mentioned, you can "zoom in" to have more tiles appear, and Firefox will remember that setting until you clear browser history or reset / restore the zoom level yourself.

There are a number of New Tab extensions available that allow you to have more tiles showing. Plus there are hidden prefs that allow you to set the number of Rows and Columns.
