I can assign shortcuts in Keyboard->Shortcuts->App Shortcuts in OS settings, but it doesn't work with FF. Chrome works ok.

Firefox has hard-coded keyboard shortcuts, so no, unfortunately, not for any browser function itself, as far as i am aware.

If you want to modify keyboard shortcuts for behavior which takes place on a web page (i.e., inside the content display area), there are some add-ons which might work. https://addons.mozilla.org/firefox/addon/saka-key/
