I saw under 'what's new' a item about media controls. Unfortunately for me, it is full of jargon, initials, and not much in the way of plain English. As an unsophisticated user, I can not understand the explanation. Is there some source of clear explanation of what it does and how it does it, and what you might have to do to use it or not?

You can set media.hardwaremediakeys.enabled = false on the about:config page to disable this feature.

You can open the about:config page via the location/address bar. You can click the button to "Accept the Risk and Continue".
