This has been asked before but not resolved. I've set the folder for downloads but FF ignores that setting. I just installed it on a new system--it's worked properly before in Win 11 but not on this Win 11 system.

I'm just downloading an html page or a txt page--not anything large. I did d/l several mb exe files and they did go to the proper folder but ctrl-s or right-click "save page as" choices don't go where Settings says they should.

How can I get FF to follow the proper setting?

The "Save [something] as..." command calls up a file browsing dialog. If you are saving from a site where you never saved a file before, it should default to your standard Downloads folder location. If it's a site where you previously navigated to a different folder to save there, Firefox normally will start in that folder on the assumption that "per site" folder selection makes the most sense.

Is that what you are seeing, or is it something else?

That's not it. The "Save page as" dialog used to default to the FF Settings choice regardless of whether or not I saved something from that site previously. Now it ignores the settings and picks a "Downloads" folder or sometimes the %temp% one.
