Are Tab Groups supposed to be permanent?

When I set one up I expect it to be there where I start from scratch with Firefox. This does not seem to be the case. If I set up a Tab Group, give it a name, shutdown firefox, the next time I select the "group your tabs" button, the group I created is not there. And I see no "Group Tab" button that is supposed to be there after you create a Tab Group.

App tabs and Tab Groups (Panorama) are stored as part of the session data in the file sessionstore.js in the Firefox Profile Folder

Make sure that you do not use Delete browsing, search and download history on Firefox to clear the "Browsing History" if Firefox is closed.

Thanks for the reply. I never clear recent history. Tab Groups that I have set up and named disappear when I shut down Firefox. If I add more tabs, then they are automatically added in a Tab Group I defined. For the developers, if these groups are not defined and persistent then this feature is mostly a waste of my time. I named a tab group: finance. There should be a list of these groups that I have defined so I can click on a single button and pull up the group at any time in it's own window. If this can't be done then Panorama is an overrated feature not worth messing with IMO.
