The installer part is easy. Get the full install from: http://www.mozilla.com/firefox

The license part is a little more complex because free and open source software can be distributed under a wide variety of licenses. If you type or paste about:license into the Firefox address bar, you can read the details of the licenses.

Thanks for the reply! I actually visited the link you suggested, but was unsure if the download link would actually take me to a FULL install download. I DO NOT want one of those "installers" that launches a "setup" that then goes back out to the internet to complete the download. How can I be sure that I am getting the FULL install?

That should be the whole installer, but if it isn't at least 10 megabytes, you could hit up the FTP server:

ftp://ftp.mozilla.org/pub/mozilla.org/firefox/releases/5.0/
