I downloaded the TOR Browser and it will not start error message "couldn't load XPCOM."
I downloaded and installed the TOR browser and when I attempted to start it I get the error message: "couldn't load XPCOM." my laptop is running Windows 10

Sorry, the TOR browser isn't supported here.
Try uninstalling it and reinstalling a fresh download.
If I reinstall it will I encounter the same problem if it's not supported. How can I effectively over come this problem? What solutions have been tried and work?
I recommended reinstalling it because when Firefox throws the "couldn't load XPCOM" message, reinstalling Firefox usually fixes it.
TOR Browser may be based upon Firefox code, but it is a 3rd party build and as such Mozilla doesn't provide support. It is up to the developers of any 3rd party version to provide support for it. I did look for a TOR Browser support fora for you before answering your question the first time, but didn't find such. The best I could find was the General FAQ page. https://www.torproject.org/docs/faq.html.en Quick glance didn't find any source for support though.
Okay thanks I will try as you suggested, hopefully this will work, would you recommend that I seek tech support if the problem persist.
Issues with "couldn't load XPCOM" are usually caused by security software that has been blocking the installation of Firefox.
It is possible that Anti-Virus security software is causing problems. Try to disable Anti-Virus security software temporarily to see if that makes a difference.
You will have to make sure to delete the current installation directory before reinstalling.
