Cannot access a page that is accessible in the United States
I cannot access some .mil websites that are accessible from inside the US. The administrators of some of the sites assure me that the sites are accessible worldwide. However, I am currently in Europe and unable to access these sites. The site does have pop-ups, but I disabled the pop-up blocker, and am still unable to access.

You could try a VPN to see whether connecting through a U.S. network makes a difference.
I've used this one in Chrome, but for Firefox, it would operate at the system level, they don't have a Firefox extension.

What kind of issues do you have? Do you have all DoD certificates installed in case these are used for these pages?
Can you post a link to a publicly accessible page (i.e. no authentication or signing on required)?
Issues are: Unable to connect Firefox can’t establish a connection to the server at secure.doded.mil. The site could be temporarily unavailable or too busy. Try again in a few moments. If you are unable to load any pages, check your computer’s network connection. If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the Web.
I have no DoD certificates installed that I am aware of, but when troubleshooting this as a Mac issue, the Mac representative (in the US) was able to access the site immediately without installing certificates.

Works for me. Tools -> Page Info -> Security shows:

Are you trying to access from Europe?
Is "Verified by: " significant? Mine says "not specified" rather than "U.S. Government" like yours does.

The VPN, listing my location as within the US solved the issue, though I think there should be some other solution if the site administrators insist that the site is accessible worldwide. Thank you for the suggestion!
