It is currently not possible to drag tiles on the new tab page with the new Activity Stream design. You can temporarily revert to the old design to be able to drag the tiles. After having done this you can re-enable the new Activity Stream design.

You can disable the new Activity Stream design and revert to the earlier design by toggling this pref to false.

You can open the about:config page via the location/address bar. You can accept the warning and click "I accept the risk!" to continue.
