firefox keeps retrograding update 59.0.2
I have attempted to update firefox from 59.0.1 (64bit) to 59.0.2 at least 3 times. The update appears to install successfully. The next time I boot up my pc (Lenovo ideacentre Q190 with windows 8) I see the same popup asking me to update to 59.0.2. Every time I update I go to "help" on the menu bar and click on "about firefox" where it says I am up to date (59.0.2). the next reboot it says 59.0.1 Other than this bug? firefox seems to work fine.

What security software do you have?
Boot the computer in Windows Safe mode with network support to see if that has effect in case security software is causing problems.

You can try a reinstall over top : Reinstall with Current Release Firefox 59.0.2 with a Full Version Installer

I tried pkshadow's advice and then rebooted. It still says 59.0.2. So far so good.

Welcome, I have had the issue myself at times and have had to do it several updates until it finally did it it self. As cor-el mentioned security software can stop a update so keep it updated.
