Norton toolbar version should be 2011.7.4.3 (updated version)

I had the same problem and it was very frustrating. Anyone looking for help here I had to run LU more than 9 times. First somewhere in the process the ISP allowed enabling, then continued LU eventually gave me the updated version of the Norton Toolbar. Dont' give up and read this and other threads searched under "norton toolbar" including the norton links like ideato posted above.

I was so frustrated I checked with Norton's online tech support. Quote: Firefox 9 is absolutely NOT compatible with Norton 360.

I believed Firefox's 'expert' as to how to fix the problem of not being able to get the Norton toolbar installed into vs. 9 (especially the password lockbox) or to load so I did multiple updating & reboots - 5x I rebooted! [He said 'keep updating until no more updates show"] All that did was waste a huge amount of my time on a 'solution' that couldn't possibly work!

Norton stated the only way to get the toolbar was to uninstall Firefox 9 & choose vs. 7 or earlier - because despite Firefox's claims to the contrary Norton's security programs (including 360 & Internet Security) would probably not work with 8 & definitely not with 9 or higher.

I was told to expect problems & security breaches if I kept vs. 9 or opted for any later vs. despite Mozilla's claims to the contrary [that they'd solved the issues] Norton recommended I uninstall 9 & opt for vs. 7 or lower if I wanted ANY of Norton's security programs to work with Firefox!

SHAME ON FIREFOX FOR LEADING ON 'VALUED' CLIENTS WITH USELESS ADVICE' AND WASTING OUR TIME WHEN YOU KNEW FIREFOX 9 WAS NOT COMPATIBLE WITH NORTON PRODUCTS!
