Why is Clear Recent History clearing more than the last hour?
When I try to clear my browser history for the last hour and restart Firefox all of my logins are reset and I have to sign into every website I visit again.

I just downgraded to Firefox 22 and it works fine, it just deletes new information from the last hour, including active logins. So this is a feature that was removed in the last few months.

Clear Recent History will clear your logins as it obliterates all cookies in the browser.

But surely if I select Last Hour as the time range it should only delete ones that were modified in the last 60 minutes.

Sorry but that feature is currently not in Firefox. If you want to ask for it though, you can go to the Firefox Help menu and select Submit Feedback... or use this link.
