my tool bar doesn't come up even if I refresh it, why?

When firefox comes up my tool bar does not and it won't even after I click on refresh

Is this the menu bar containing File, Edit, View etc? If it is for details of how to restore it see https://support.mozilla.com/kb/Menu+bar+is+missing

If it is another toolbar, in the View menu select Toolbars, then click on the name of the toolbar to toggle displaying it.
