Passwords are handled by the Password Manager. If you don't want Firefox to remember passwords, turn off the manager.
Type about:preferences#security<enter> in the address bar. Under Passwords, leave Remember Passwords For Sites, on. Press the Exceptions button to the far right.
The item to clear password on shutdown has been removed because it caused problems with Sync. Current Sync versions store the password in the Password Manager and removing all password on shutdown would remove this password and you wouldn't be able to reconnect to Sync on the next start.
