Thunderbird keeps marking email as possible scam, when it isn't. I should be able to have the option to "trust" the email address.
I've read where TB only has an "all or none" option for Scam detection. I as the user should be able to "trust" an email address if I want. Why isn't this an option?

It is not an option because Mozilla did not fully implement or complete the feature before they stopped contributing to Thunderbird.
Is it still an issue. Yes. Is it an important issue. No. I am sure at some point the scan code will see an update, or simply be removed completely. but for the time being no one is working on it.

How can we pitch in to find someone on upwork or some kind soul who will develop this feature so we can set email addresses to not trigger scam detection?
If we do, can we access the source code for changes like this and rerelease?
can we start a 'fix software' campaign on kickstarter or something for this and other features that are missing or do not work, but would improve the program considerably?

You think not a scam... I think is a scam. Personally if it annoys you just turn it off. You are going to make your own decisions anyway.
However you might want to follow this bug. https://bugzilla.mozilla.org/show_bug.cgi?id=1341253
