Why are my attachments only opening in an email format unless I save them first

I get emails often with pictures attached in JPG form usually. All of a sudden it has changed. I can not open the pictures unless I save them to my computer first. What has happened? How do I change it back to be able to just open it wants to launch it inside another email...

Open Tools/Options/Attachments/Incoming and click the Action drop-down for jpg content type. Is it set to open with the default application for jpg files?
