Import can't find mail.app mailboxes

If I try

Tools -> Import -> Mail

and I select "Apple Mail", and click "Next," I get

"No mailboxes were found to import"

and an empty "Apple Mail Import" folder.

How do I help Thunderbird find my Apple mail folders?
