Responsive design mode pane stops responding to scroll wheel after a resize
Steps to reproduce:
- Load a webpage in Firefox - Enter keyboard shortcut Command-Option-M - Drag the side or corner of the Responsive Design Mode Pane to resize it - Hold cursor over the window and attempt to scroll with mouse scroll
Expected behaviour:
- Responsive Design Mode Pane scrolls normally
Observed behaviour:
- Responsive Design Mode Pane does not respond to scrolling attempt
Further observations:
- Moving focus elsewhere (e.g. by clicking in another window) restores normal scroll responsiveness - Resizing the pane breaks it again

Note that Firefox 71 is currently in release candidate state (RC build 4) and is about to be released in a few days.
Do you also have this issue with the regular release ?
Does it make a difference if you enable/disable touch simulation support ?

Yes. To test I installed Firefox 70.0.1 – it ran with a new profile (no add-ons). It displayed the same issue.

Enabling/disabling touch simulation didn’t appear to affect the scrolling/not-scrolling behaviour.
I did some testing as well and am able to replicate. It doesn't seem to happen all the time and sometimes scrolling starts working again after another resize (usually I need to make the viewport smaller).

Ah thanks! Good to know it is being investigated and I’m not alone.
What seems to work to restore wheel scrolling is hovering an element that has a tooltip like a toolbar button or Tab until the tooltip is shown. This also works for me with hovering the RDM rotate viewport button and the touch simulation button.
