All my users are on Windows 10 and I'm trying to create a GPO to set the homepage for Firefox. I can't find a recent admx template to download to use for GPO. Anyone else having this issue?

The latest Firefox ADMX templates are downloaded from this GitHub repository. See Customize Firefox using Group Policy (Windows) for more information.
