Importing passwords is currently only supported on Windows and Mac (bug 1513718).
If you can export the logins in Vivaldi to CSV then you might be able to import the passwords in Firefox. Otherwise you can try to import the Vivaldi passwords in Google Chrome and see if you can export them there to a CSV file.
The current Firefox 80 Nightly builds have a feature to export and import passwords from a CSV file in Lockwise (DE/Beta 79 can only export logins to CSV and in 78 this export feature is hidden/disabled).
If you have a logins file in JSON format then you can use the Browser Console to import the logins.
