Local Folders are just that, folders that exist only on the local computer, no matter if the account is IMAP or POP. To have folders that can be read by any device with the IMAP account, or with a browser on the Orange webmail site, create the folders as subfolders of an IMAP folder such as Inbox, Archive etc.
