shortcuts on home page - cannot add

I have ver 92 on a Win7 PC. I cannot add web site short cuts to home page. None of the suggestions out on web help.

on the blank "tiles" on home page, there is the 3 dots, but no option to edit. somehow I got one of these tiles filled out/in, but I cannot repeat it. I believe I dragged from bookmarks, does not now.

This is about the Edit button that appears if you hover an (empty) tile and that opens a pop-up if you click this button.
