Do you mean that links open in the current tab or don't they open at all ?

Note that the setting in "Settings -> General -> Tabs" is about links that specify a target window. You can middle-click a link with the mouse wheel to force opening the link in a new tab or hold down the Shift key to open the link in a new window.
