How can I uninstall and re-install Firefox when it says it can't because it is still open?

Firefox worked previously, now will not open at all. When I attempt to uninstall, it says it can't because the program is open. I cannot install new program due to same problem.

This happened

Every time Firefox opened

No change on my part
