When a web site tries to open a window, Firefox will display a blue notification bar, and offer to show the window, or to permanently block or un-block popup windows for that site. (See the first image below for an example.)

If you previously chose "Always" or "Never", you can reset this by tapping on the site's icon in the Firefox address bar and choosing "Clear Site Preferences." (See the second image below.)
