If all the Toolbars are hidden hit F11.

If it's just that one Toolbar, right-click on a blank spot in the Tab Bar and click on Navigation Toolbar, so it has a check-mark.

If that isn't your problem, maybe the Location Bar ended up in the Customize Palette.
