I used to be asked if I wanted allow pop-ups from a site, but not anymore

Did you look on the location bar?

You should see an icon the location bar when a pop-up is blocked.
If you click that icon then you should be able to allow a pop-up and also be able to restore the info (notification) bar.

When you are on a site, you can give it pop-up permission from the Page Info dialog.

Any of these should get you there:

  • right-click and choose View Page Info > Permissions
  • Alt+t (open the classic Tools menu) > Page Info > Permissions
  • click the globe or lock icon to the left of the URL in the address bar > More Information > Permissions
