When I click on the tab with a + on it, located next to the active tab a new page does not open. If I click on "New Tab" in the File menu a new tab does not open.

Thank you for posting your system details. I'm skeptical about the "CompTool0234 Community Toolbar". Could you disable a couple add-ons and see whether that helps.
On this tab:
orange Firefox button (or Tools menu) > Add-ons > Plugins category
Disable "Conduit Plugin"
On this tab:
orange Firefox button (or Tools menu) > Add-ons > Extensions category
Disable CompTool0234 Community Toolbar.
Then most likely a link will appear to restart Firefox to complete the change. Does it make any difference?

Thanks, problem is fixed.
I have version 25.01 and neither the Conduit Plugin or the Comptool0234 are present in the plugins or extensions areas under your instructions. any idea how to fix this because my work around is simply finding another link on the tab I am on and right click to open a new tap. No other method of opening tabs works. Thanks in advance for any ideas you can think of to fix this.
Hi jcatx2013, we don't really have enough information on your system to make specific suggestions...
Could you test in Firefox's Safe Mode? That's a standard diagnostic tool to bypass interference by extensions (and some custom settings). More info: Diagnose Firefox issues using Troubleshoot Mode.
You can restart Firefox in Safe Mode using
Help > Restart with Add-ons Disabled
In the dialog, click "Start in Safe Mode" (not Reset)
Any difference?
