When I run "C:\Program Files (x86)\Mozilla Firefox\firefox.exe" -profilemanager

the normal quantum browser opens with a blank page instead of the profile manager

Yes Firefox 57.0 and later still uses the ProfileManager and Profiles. Make sure Firefox is completely closed first when you try to start with the ProfileManager or a new Firefox window will open instead.
