The site is not a good example but, anyway, the "i" drop down menù never shows "Turn off content....."

Content Blocking is only enabled in Private Browsing mode windows for me in Firefox 68.1.0 ESR. There is blockable content detected, but nothing is blocked and there no shield icon either on the location bar. If I use the Custom setting for Content Blocking and enable blocking in 'all windows' then I see the shield icon and the Web Console shows a few warnings that some content is blocked.
